Centre, NIOS, and NCERT Unite to Advance Inclusive Education for Children with Disabilities

In a major step toward equitable and accessible education in India, the Department of Empowerment of Persons with Disabilities (DEPwD), under the Ministry of Social Justice and Empowerment, has signed a landmark tripartite Memorandum of Understanding (MoU) with the National Institute of Open Schooling (NIOS) and the National Council of Educational Research and Training (NCERT). This collaboration aims to enhance inclusive education for children with disabilities (PwDs) through systemic reforms aligned with the principles of the National Education Policy (NEP) 2020.

Objective of the Agreement: Making Inclusion a Reality

The agreement, signed in the presence of Union Minister for Social Justice and Empowerment Virendra Kumar and Union Education Minister Dharmendra Pradhan, represents a shared vision to provide inclusive, accessible, and quality education to children with disabilities across the country.

The partnership focuses on:

  • Recognizing NGO-run special schools as Special Accredited Institutions for Education of the Disabled (SAIEDs)
  • Reviewing and revising curriculum and textbooks to ensure inclusivity and accessibility
  • Expanding academic and vocational offerings tailored to the needs of learners with disabilities
     

NIOS: Bringing Flexibility and Access

Under this initiative, NIOS will play a pivotal role in extending academic and vocational opportunities to children with disabilities. Special schools operated by NGOs under the Deendayal Disabled Rehabilitation Scheme (DDRS) will now be accredited as SAIEDs. These institutions will offer diverse courses ranging from open basic education to senior secondary programs.

NIOS will oversee:

  • Admission procedures
  • Conduct of examinations
  • Distribution of study material
  • Provision of accommodations and support during exams
     

This move is expected to widen the educational base for students with special needs, allowing them to study in a structured yet flexible environment that caters to their unique learning requirements.

NCERT: Reimagining Curriculum with Inclusion in Mind

The NCERT will contribute by revisiting the current curriculum and textbooks to ensure they align with the pedagogical goals of NEP 2020. The focus will be on developing content that is not only academically enriching but also accessible to all learners, regardless of their physical or cognitive challenges.

Key areas of intervention will include:

  • Ensuring textbooks are designed with inclusive graphics and language
  • Creating adaptable content formats (e.g., Braille, audio books, easy-to-read texts)
  • Promoting pedagogical methods that foster active learning and participation
     

Leadership Speaks: A Unified Call for Change

Union Minister Virendra Kumar emphasized the government’s commitment to inclusive education, stating, “Children with disabilities have immense potential. Prime Minister Modi’s vision is to ensure no child is left behind when it comes to education. This MoU reinforces the idea that inclusive education is a right, not a privilege.”

Union Education Minister Dharmendra Pradhan echoed the sentiment, underlining that “education is key to building a just and equitable society.” He stressed the importance of infrastructure, especially accessible toilets in schools, which will be a focus area to prevent dropouts among children with disabilities.

Policy Backing: NEP 2020 and Beyond

This initiative falls in line with the NEP 2020's vision, which advocates inclusive and equitable quality education at all levels. The policy emphasizes removing barriers to learning and ensuring all children, especially the most marginalized, have equal access to the educational ecosystem.

DEPwD Secretary Rajesh Aggarwal pointed out that this initiative opens doors to broader opportunities, including for students aspiring to enter STEM fields and elite institutions like IITs and IIMs. He also highlighted NIOS's recent introduction of Indian Sign Language as a secondary-level subject as a step in the right direction.

Implementation and Monitoring: Setting a New Standard

To ensure effective execution of the MoU, a Joint Coordination Committee will be established. This committee will comprise members from DEPwD, NIOS, and NCERT, and will monitor the rollout and outcomes of the collaborative efforts.

Sanjay Kumar, Secretary of the Department of School Education and Literacy, noted that the ultimate goal is to ensure every child with a disability not only attends school but completes their education with dignity and purpose.
