Navi Mumbai to Host Foreign University Campuses: A Bold Step Toward India’s Global Education Future

In a landmark development for India's higher education sector, five prestigious foreign universities from the United States, Australia, Italy, and the United Kingdom have received the green light to establish campuses in Navi Mumbai. Letters of Intent (LoIs) were formally handed over by the University Grants Commission (UGC) to these institutions, marking the beginning of a significant international education collaboration.

The universities include:

  • Istituto Europeo di Design (IED), Italy
  • University of Western Australia
  • University of York, UK
  • University of Aberdeen, UK
  • Illinois Institute of Technology (Illinois Tech), USA
     

These institutions will establish their campuses across a 250-acre plot in Navi Mumbai, transforming the region into a thriving “EduCity,” according to Maharashtra Chief Minister Devendra Fadnavis.

NEP 2020 at the Core of This Transformation

At a press conference jointly addressed by Chief Minister Fadnavis and Union Education Minister Dharmendra Pradhan, the leaders emphasized that the seeds of this transformation were sown years ago but are now bearing fruit, thanks to the National Education Policy (NEP) 2020.

Fadnavis acknowledged that conversations around foreign university collaborations had been ongoing since 2004. Still, it was the National Education Policy (NEP) 2020 that provided the necessary policy framework and momentum to turn these ideas into action. “Navi Mumbai is being transformed into EduCity,” he stated, emphasizing the significance of this educational hub in offering affordable, accessible, and globally relevant education.

World-Class Education at a Fraction of the Cost

One of the most compelling aspects of this development is the potential to reduce the cost of global education for Indian students significantly. CM Fadnavis explained that students pursuing similar courses abroad typically spend four times as much. With foreign universities setting up campuses locally, Indian students can now access world-class education at a fraction of the cost.

This move is expected not only to make global education more inclusive and attainable but also to curb the massive outflow of foreign exchange currently spent on tuition and living expenses abroad.

A Vision to Create a Global Workforce

Union Education Minister Dharmendra Pradhan highlighted that nine foreign universities are already setting up campuses across India, with six more in the pipeline. “We are focusing on quality foreign education,” he said, underlining the government’s broader goal of equipping Indian students with global competencies.

Fadnavis added that this step is crucial for preparing India’s youth for the international workforce. “A growing economy like India needs a global workforce. The decision to set up foreign campuses here will help achieve this goal,” he noted.

Strengthening Academic Ties and Regional Development

In addition to creating new campuses, foreign universities are entering into partnerships with Indian institutions to boost sector-specific expertise. A notable example is the University of Western Australia—recognized globally for excellence in mining—forming a collaboration with Gondwana University in Gadchiroli, Maharashtra’s mining-rich district.

This strategic partnership reflects the state's commitment to region-specific educational development, aligning global expertise with local economic needs and opportunities.

Indian Universities Expanding Abroad

While India welcomes foreign universities to its shores, it is also actively encouraging its own institutions to establish a global presence. According to CM Fadnavis, prominent Indian universities, such as IIT Madras, IIT Delhi, and Symbiosis International University, have already established campuses in Africa, as well as in Abu Dhabi and Dubai.

These moves, he said, demonstrate how NEP 2020 is enabling a two-way global academic exchange, making Indian institutions not just recipients of foreign collaboration, but also exporters of knowledge and innovation.

Mumbai: Poised to Become a Global Education Hub

The establishment of international campuses in Navi Mumbai is part of a larger vision to make the Mumbai Metropolitan Region a global hub for education, on par with cities like Boston, London, or Singapore. With world-class infrastructure, diverse student populations, and increased government support, Mumbai is well on its way to becoming a destination for global academia.

The 250-acre education zone in Navi Mumbai is envisioned as a multi-university campus, housing at least ten leading foreign institutions. The site will feature advanced infrastructure, state-of-the-art research facilities, and a multicultural learning environment.
