HEIs are instructed to adhere to UGC guidelines and regulations concerning fee refunds, with non-compliance potentially resulting in penalties. The notification also highlights the University Grants Commission (Redressal of Grievances of Students) Regulations, 2023, which classify delays or denials in fee refunds as grievances. These regulations are applicable to undergraduate, postgraduate, and research programs offered by universities falling under specified sections of the UGC Act, 1956. HEIs are advised to refer to UGC's website for relevant notifications, guidelines, and letters regarding fee refunds.
